The Army has overcome additional legal, cultural, and technological barriers to harmonizing the efforts and capabilities of its Total Force: Active, Guard, and Reserve Soldiers, Civilians, and contract employees. This has dramatically increased workforce permeability between the Active, Guard, and Reserve, between Soldiers and Civilians, to the benefit of both the Army and its people.
